Kazakh civil servants to receive raise in 2019

ASTANA – Kazakh civil servants will receive higher salaries starting 2019, Agency for Civil Service Affairs and Fighting Corruption Chair Alik Shpekbayev announced recently.

“Currently, we are testing a new labour remuneration system, which ensured the two-fold increase of salaries in a pilot organisation. Upon completion, we plan to complete the work next year and, as a result, raise the salaries for all civil servants in Kazakhstan,” he said.

The salary amount will depend on performance and the nature and complexity of the work.

“It is common knowledge that rising salaries and improvements in social security directly lead to the decline in corruption. Therefore, the agency has optimised a third of central office employees, which allowed increasing the salaries of employees by up to 60 percent,” he added.

The pilot project of labour remuneration was launched in the Astana akimat (administration), the akimat of the Mangystau region, the Ministry of Justice and the agency itself.

The civil servant’s salary will be formed by two components: guaranteed wages and bonuses. The bonus of at least four monthly salaries will be received based on the annual performance.

Measures to provide civil servants with privileges to acquire accommodation, receive pensions and obtain places in kindergartens for their children are also under consideration.

“There is a 7-20-25 programme, however, the Housing Construction Savings Bank is working on the approach to reduce interest rates to 5 percent with 5 percent initial payment for 25 years. I think that such an approach will be acceptable for the civil servants,” Shpekbayev noted.
