New government website allows citizens to submit documents electronically

ASTANA – Kazakh citizens are now able to provide residence certificates to government agencies and other property information through a government website rather than in paper format.

The new pilot project allows receiving three types of information certificates on the consent of the beneficiary via SMS to third parties, according to the Government for Citizens State Corporation.

“More than 312,000 electronic certificates were issued through the Public Service Centres (PSCs or TsONs) between Jan. 25 and Feb. 5. According to the online survey, 45 percent of them were received by citizens for provision to municipal services or educational institutions,” Chairman of Government for Citizens State Corporation Ablaikhan Ospanov said.

“The mechanism of work is simple: a person needs to register at the website of the electronic government. Then he selects the section ‘Service for obtaining information by third parties’ and types his individual identification number. If a citizen is registered in the mobile citizens database, the interested person chooses the type of certificate and signs a request with electronic digital signature. After this, the citizen is automatically sent an SMS message with a request to make a decision allowing information to be received or refusing to receive information. This should be done within two hours,” according to the release.

The paper-free mechanism is expected to reduce the paper turnover by 24 million references per year and reduce the load on the operating rooms of the PSCs under the implementation of the Digital Kazakhstan programme.
