ASTANA – In the next few years, Kazakh citizens will receive all needed public services, which total more than 700, through public service centres. The newly established one-stop shops at the public service centres will also simplify conditions for investors. Kazakh Minister for Investment and Development Asset Issekeshev announced the innovation during his tour of Astana’s public service centre.
“This year, we are combining several structures where our citizens will receive more than 500 services in public service centres. We plan to increase this number up to 700 in the next two-three years. Thus, people will be able to receive all public services, such as operations with real estate, land and assets and pledges, including commercial assessment and development of the projects, in one place.”.
“The investors will also be able to receive all relevant public services for doing business in Kazakhstan through a one-stop shop that will operate in public service centres in Astana, Almaty and the regions. This mechanism will significantly reduce the bureaucratic and administrative burden on investors,” he said.
Nineteen investor service sectors will be operational, including two in Astana, three in Almaty and one in each regional centre, according to the Ministry’s Jan. 14 press release.
In 2015, a one-stop shop for public services was only available to investors involved in major projects. Beginning this year, all investors will have the opportunity to consult and obtain needed permits, such as permission for land use and necessary documentation for construction and architectural planning, as well as conclude investment contracts. Once the investor has prepared the required package of documents concerning his request, the rest of the process will be executed and controlled by the investor service sector at public service centres.
The Minister noted his office is considering a mobile component too.
“Did you know that for the moment, in order to receive 80 public services you may not have to leave your home and can do everything over the Internet or mobile phone? Year by year we will improve this side as well. This is a serious simplification of procedures for small businesses, investors and the population as a whole. There is no need to go somewhere or visit the state bodies anymore. The one-stop shop will reduce corruption and bureaucracy and enable quick decisions on business,” said Issekeshev.
He added that in the framework of the 100 Concrete Steps programme, serious work is being carried out on access to information.
