UNCTAD presented the findings in its Eurasian Economic Union Investment Report 2026, published on Oct. 25 at the World Investment Forum in Doha. The report identifies Kazakhstan as the bloc’s leading destination by the value of announced greenfield projects, which involve establishing new facilities or business operations.

The value of announced greenfield projects in Kazakhstan rose 34% in 2025 from the previous year. Across the EAEU, the total reached $25.9 billion, up 12% year on year.

The figures point to the scale of proposed industrial development in Kazakhstan, with potential opportunities in manufacturing, infrastructure, engineering, logistics and related business services. However, announced project values represent investment plans rather than completed investments.

Global investment and regional opportunities

Global foreign direct investment rose 6% to $1.6 trillion in 2025, according to UNCTAD. The report also identified China as the largest source of announced greenfield project value across the EAEU, accounting for approximately $16 billion.

Metals emerged as a major area of investment interest across the bloc. Announced projects in the sector reached nearly $12.5 billion in 2025, compared with $2.3 billion in 2024.

For Kazakhstan, the figures highlight opportunities to expand domestic processing and manufacturing, develop higher-value products and strengthen links with international supply chains. Investment in downstream industries could also support technology transfer, specialized training and skilled employment.

Investment facilitation and transport connectivity

The report highlights investment facilitation measures as another factor in attracting new projects. Kazakhstan’s one-stop-shop arrangements and national digital investment platform are cited as tools designed to improve access to information and simplify administrative procedures for investors.

UNCTAD also noted that 69% of investment policy measures recorded collectively in Kazakhstan, Armenia and Kyrgyzstan between 2016 and 2025 were favorable to investors.

Transport infrastructure is another part of Kazakhstan’s investment proposition. Rail connections, dry ports and efficient border crossings can help businesses move goods between production sites, suppliers and international markets, supporting the country’s role in Eurasian trade networks.

Financing and industrial cooperation

International project financing across the EAEU increased 81% to $8.6 billion in 2025, through 11 deals, according to the report.

Industrial cooperation among EAEU member states has also expanded. Deliveries under industrial cooperation more than doubled from $13.7 billion in 2016 to $31.1 billion in 2023, while manufacturing output across the bloc grew 35.6% over the same period.
