ALMATY – Kazakhstan has formed a new government, with most ministers retaining their positions while several key ministries received new heads, according to presidential decrees and orders.
Mukhtar Tileuberdi was appointed Minister of Foreign Affairs, returning to the position he held from 2019 to 2023. Before the appointment, he served as Kazakhstan’s Ambassador to Austria and Permanent Representative of Kazakhstan to International Organizations in Vienna. He replaced Yermek Kosherbayev, who had headed the Foreign Ministry since September 2025.

Several ministries have received new leadership
Murat Mukhanov was appointed Minister of Emergency Situations, replacing Chingiz Arinov. Mukhanov previously headed the Mangystau Region Department of Emergency Situations and later served as chief of staff of the Ministry of Emergency Situations.
Alibek Kuantyrov was appointed Minister of Ecology and Natural Resources, replacing Yerlan Nyssanbayev. Since 2024, Kuantyrov had served as Deputy Minister of Foreign Affairs. He previously headed the Ministry of National Economy.
Arman Kyrykbayev was appointed Minister of Culture and Information, replacing Aida Balayeva.
Several members of the government retained their positions
Dauren Kosanov was reappointed Minister of Defense, while Yerzhan Sadenov was reappointed Minister of Internal Affairs. Madi Takiyev will continue as Minister of Finance, Nurlan Sauranbayev as Minister of Transport, Yerlan Akkenzhenov as Minister of Energy, and Yersaiyn Nagaspayev as Minister of Industry and Construction.
Arman Shakkaliyev was reappointed Minister of Trade and Integration, while Yerlan Sarsembayev will continue to head the Ministry of Justice. Zhuldyz Suleimenova retained the post of Minister of Education, Akmaral Alnazarova will continue as Minister of Health, and Nurzhan Nurzhigitov will remain Minister of Water Resources and Irrigation.
Askarbek Yertayev was reappointed Minister of Labor and Social Protection of the Population, Aydarbek Saparov will continue as Minister of Agriculture, Yerbol Myrzabosynov as Minister of Tourism and Sports, and Sayasat Nurbek as Minister of Science and Higher Education.
Galymzhan Koishybayev was appointed Deputy Prime Minister and Chief of Staff of the government. Serik Zhumangarin was appointed Deputy Prime Minister and Minister of National Economy, while Zhaslan Madiyev was appointed Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development. Nurlybek Naliyev was reappointed First Deputy Prime Minister, while Kanat Bozumbayev was appointed Deputy Prime Minister.
Tokayev also made several appointments outside the ministerial posts. Yermek Abdramanov was appointed Deputy Head of the Presidential Administration. Murat Kaiyrbek was appointed Head of the Presidential Representative Office in the Kurultai of Kazakhstan.
