ASTANA — Kazakhstan plans to expand its AI-powered eGov GPT assistant so that services available through it account for approximately 70% of citizen requests by the end of 2026, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev said at an Aug. 11 government meeting.

The assistant currently provides access to 50 of the most frequently requested government services, which together account for approximately 30% of citizen requests. Since its launch in April, eGov GPT has been used more than 150,000 times. Prime Minister Olzhas Bektenov instructed the ministry and government agencies to increase the number of services available through the assistant to 150 by year-end.
The system allows users to describe their situation in ordinary text rather than search for the appropriate form, certificate or government agency. The assistant identifies the relevant service, prepares the required application and provides the result.
“eGov GPT should become a universal AI assistant for all matters involving interaction between the state and citizens,” said Madiyev.
The expansion is part of Kazakhstan’s broader effort to integrate artificial intelligence into public services under the Digital Qazaqstan strategy, approved in June.
“The year of digitalization and artificial intelligence marks the starting point for achieving this goal. In June, the nationwide Digital Qazaqstan strategy was approved, with the digitalization of public services identified as one of its key priorities,” said Bektenov.
The Aug. 11 meeting, chaired by Bektenov, focused on developing an AI-based public service ecosystem and implementing President Kassym-Jomart Tokayev’s instructions to accelerate digital transformation across the economy and public administration. The government is also seeking to make interactions with citizens and businesses increasingly digital and proactive.
Government agencies shift to QazTech
All government agencies are now working with QazTech, Kazakhstan’s unified platform for developing digital public services, while the migration of existing information systems continues under a two-year government plan. The platform has been operating since April 1 and is designed to shorten the development and launch of new digital services from several years to several weeks.
“This year, 39 systems are scheduled for migration, with work on 36 nearing completion. Another 25 systems are being migrated or developed outside the plan, while 10 systems are already fully operational on the platform. This means the work is progressing ahead of schedule, and today all government agencies are already working with QazTech,” said Madiyev.
A moratorium on creating new government information systems outside QazTech has also been in effect since the beginning of 2026. The move is intended to consolidate digital development within a common technological environment, reduce duplicative systems and establish shared standards across government agencies.
Kazakhstan launches eGov 3.0
The government has also launched eGov 3.0, an upgraded version of Kazakhstan’s electronic government portal built on the QazTech platform.
According to Madiyev, the previous eGov portal had reached the limits of its technological capacity, prompting the launch of eGov 3.0 on the QazTech platform. The upgraded portal simplifies services by removing unnecessary requirements and steps, with several of the most frequently requested services already available in the new format.
The modernization is aimed at simplifying access to public services while reducing pressure on government digital infrastructure as demand for online services continues to grow.
According to the latest United Nations e-government survey published in 2024, Kazakhstan ranks 24th among 193 countries in the E-Government Development Index, with a score of 0.9009, placing it in the UN’s “very high” e-government development group.
