Public Trust in Kazakhstan’s Judiciary Climbs to 63% as Tokayev Reviews 2025 Results 

ALMATY – According to the Supreme Court Chairman Aslambek Mergaliyev, 98.8% of court rulings were not overturned by higher judicial instances in 2025, while public trust in the judiciary rose to 63.2%, up from 55.2% in 2023.

The data was revealed during President Kassym-Jomart Tokayev’s Jan. 29 meeting with Mergaliyev to review the results of the judicial system for 2025, reported Akorda. 

According to Mergaliyev, systematic measures strengthened citizens’ rights in disputes with government bodies, with 4,500 administrative acts and decisions recognized as unlawful. Mediation procedures were applied in 45.9% of civil cases and 11.8% of administrative cases. Administrative offenses decreased by 11.8%, from 500,000 to 441,000 cases.

Amnesty measures led to the release of 583 individuals, over 5,000 were spared further imprisonment, and sentences were reduced for 9,200 citizens. Refusals to authorize detention increased from 25.7% to 37.5%, and house arrest was imposed twice as often, rising from 2,786 to 5,019 cases. Electronic bracelets were used for 2,283 individuals, up from 954, helping to optimize costs while preserving social connections.

Cassation courts handled over 16,200 complaints in six months, up from 9,800 in the same period in 2025. Court rulings overturned by cassation increased from 3% to 18% for civil cases and from 8% to 28% for criminal cases.

President Tokayev stressed the importance of Law and Order, ensuring citizens’ access to fair judicial protection, prioritizing the rule of law, and strengthening public confidence in the judiciary.
