The ranking measures one of eight areas the index assesses, evaluating how the rule of law functions worldwide. The Order and Security factor covers the absence of crime, civil conflict and violent methods of resolving disputes.

Kazakhstan ranked 42nd in this category in the previous edition of the index. However, the improvement in the security-related measure contrasts with Kazakhstan’s overall performance. The country ranked 67th out of 143 jurisdictions in the 2026 index, down from 66th in 2025. Its overall score declined 1.4% to 0.53.

The index assesses eight areas: constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice and criminal justice.

In the 2026 edition, Kazakhstan ranked 102nd in constraints on government powers, 67th in absence of corruption, 80th in open government, 98th in fundamental rights, 58th in regulatory enforcement, 40th in civil justice and 69th in criminal justice. Denmark topped the overall ranking, followed by Norway, Finland, Sweden and Luxembourg.

The WJP Rule of Law Index draws on household surveys and surveys of legal practitioners and experts. The 2026 edition covers 143 countries and jurisdictions, representing approximately 95% of the world’s population.
