ASTANA – President Kassym-Jomart Tokayev has called for responsible artificial intelligence development, stronger international technology cooperation and greater support for innovation as Kazakhstan advances its transition to a digital economy.

Speaking at the AI & Digital Bridge 2026 international forum on Oct. 1, Tokayev said AI is rapidly transforming industry, finance, education, science and public administration, making responsible development and effective regulation increasingly important, reported Akorda.
Kazakhstan’s digital transformation
Tokayev said Kazakhstan is creating the conditions for a fully digital state. Last year, the country’s IT services exports exceeded $1 billion, while Kazakh digital solutions are used in more than 100 countries.
He proposed compiling a list of industrial AI challenges based on real economic needs and launching an AI Challenge involving Kazakh and international teams. The most effective solutions would subsequently be introduced into production.
“If we strive to build a strong technological foundation for our country, we must provide real support to innovative startup companies and implement advanced projects,” Tokayev said.
Balanced AI regulation
Tokayev highlighted the need for a balanced, risk-based approach to AI regulation. Kazakhstan has already established a legal framework for digital transformation, including the Law on Artificial Intelligence and the Digital Code.
“We must not regulate this sphere to such an extent that promising teams, developments and capital begin to leave for other jurisdictions,” he said.
According to Tokayev, stricter requirements should apply where AI affects security, citizens’ rights and vital interests, while regulation should not unnecessarily constrain innovation.
Human capital and responsible AI
Tokayev stressed that scientists, engineers and entrepreneurs must support technological development. He identified the recently opened Qazaq AI Research University (QAIRU) as an important institution for developing Kazakhstan’s scientific and engineering capacity.
He also emphasized that AI should complement, not replace, human intellectual abilities.
“Artificial intelligence is not a replacement for human intellectual abilities, but only an auxiliary tool in the process of learning and cognition,” Tokayev said.
President Tokayev called for responsible use of AI, citing cybersecurity, data protection, information reliability, algorithmic transparency and accountability among the key issues requiring attention.
“Artificial intelligence should not create new dividing lines. Technological barriers will only increase the gap between countries and slow our development,” he said.
Tokayev concluded that Kazakhstan has established a foundation for a new technology-driven economy and called for international cooperation in research, investment, technology and talent development.
