ALMATY – President Kassym-Jomart Tokayev has made a number of senior state appointments, reappointing the heads of the National Bank, National Security Committee and Supreme Judicial Council, as well as the Commissioner for Human Rights on Aug. 24.

Timur Suleimenov was reappointed the Governor of National Bank of Kazakhstan. He first became Governor in September 2023, having previously served as Deputy Chairman of the National Bank.
Yermek Sagimbayev was reappointed Chairman of the National Security Committee, a position he has held since January 2022.
Dmitry Malakhov was reappointed Chairman of the Supreme Judicial Council, a position he has held since September 2024. Prior to that, he headed the Agency for Financial Monitoring.
Artur Lastayev was reappointed Commissioner for Human Rights in Kazakhstan. He has held the position since January 2023.
The appointments come after Kazakhstan’s new Constitution took effect on July 1, establishing a new constitutional framework and introducing changes to the country’s political institutions.
The latest appointments also come as Kazakhstan begins implementing a series of institutional changes following the first elections to the new unicameral Kurultai on Aug. 23.
Further changes expected
Earlier, Tokayev said the government’s composition would undergo changes, while stressing that there are currently no grounds for concern about its work. He said personnel changes were a normal part of government work and should be aimed at giving the Cabinet new momentum rather than being made simply for the sake of dismissals.
Tokayev also said the name of the person who will take the newly established post of Vice President is expected to become known within the next seven to 10 days.
The appointments and planned institutional changes form part of the broader political transition following the adoption of Kazakhstan’s new Constitution and the establishment of the unicameral Kurultai.
